    This synthesis report presents the results of the first, 'scoping' phase of the study. This study reviews agency project documentation and related guidelines and procedures, organized around the different stages of the project cycle. It draws conclusions and makes policy recommendations on how risks emanating from natural hazards are currently handled in project appraisal and evaluation, and the scope and need for an improvement in practices. The report is based on an analysis of documentation supported by interviews with selected agencies.
