    The 2013 annual report is a compilation of in-depth studies and reports to give readers clear information on what have done over the year. KIEP’s research spans a broad range of economic issues - i.e. the Korean economy and its increasing relevance to the global economy; new global challenges, such as climate change, development aid, and global commons; economic integration in East Asia and in Asia-Pacific; Korean economic paradigm and income disparity; and country comparison of issues, such as employment and population aging. KIEP’s work will gain importance as a reliable source of information and analysis in shaping public policies. KIEP remains committed to supporting the government in its economic policy development.     El Consenso de Monterrey hace hincapié en que Los bancos de desarrollo multilaterales y regionales continúan desempeñando un papel indispensable para atender las necesidades de desarrollo de los países en desarrollo y con economías en transición . En el texto se afirma también que Esos bancos deberían contribuir a asegurar un volumen adecuado de recursos financieros a los países sumidos en la pobreza que han adoptado políticas económicas racionales pero que no tienen suficiente acceso a los mercados de capital. También deberían atenuar las repercusiones de la inestabilidad excesiva de los mercados financieros. El fortalecimiento de los bancos regionales de desarrollo y de las instituciones financieras subregionales permite a estas entidades prestar un apoyo financiero flexible que complementa la labor de desarrollo en los planos nacional y regional, lo cual facilita la identificación de los países receptores con los programas de ayuda y aumenta la eficiencia en general. Asimismo, para los países en desarrollo que son miembros, constituyen una fuente indispensable de información y conocimientos especializados sobre el crecimiento económico y el desarrollo (párrafo del Consenso de Monterrey). Sin embargo, desde la celebración de la Cumbre de Monterrey se ha avanzado relativamente poco en el fortalecimiento de la función que desempeñan las instituciones regionales en el sistema financiero internacional.
    El hecho de que no se haya publicado ningún libro ni informe en el que se presente una evaluación comparativa de la situación de la cooperación financiera regional en otras partes del mundo demuestra la falta de atención prestada a este tema. El propósito del presente libro es precisamente llenar este gran vacío. Los casos de cooperación financiera regionalpodrían clasificarse en dos categorías: i) financiamiento del desarrollo y ii) mecanismos de cooperación macroeconómica y mecanismos financieros conexos (financiamiento de liquidez durante crisis de la balanza de pagos). Aunque nuestro principal objetivo es analizar qué respaldo puede dar la cooperación regional a los intereses de los países en desarrollo, recurrimos a la experiencia de Europa occidental en materia de cooperación financiera regional como referencia para el estudio de las experiencias de cooperación en el mundo en desarrollo.
    Los casos examinados en este libro indican que las instituciones de cooperación regional puede ser una herramienta muy eficaz para superar los problemas que plantea la insuficiencia de servicios financieros en la actual arquitectura financiera internacional. Sin embargo, estas instituciones siguen caracterizándose por operaciones de alcance limitado y aún no han sido reconocidas como un componente esencial de la arquitectura financiera internacional. Confiamos en que este libro despierte mayor interés en nuevas iniciativas en este campo y las convierta en el foco del debate actual sobre cooperación Sur-Sur.

    Most people agree that a good investment climate is essential for growth and poverty reduction. Less clear is how to achieve it. Drawing from more than 25 case studies, this book shows that reform often requires paying as much attention to dealing with the politics and institutional dimensions as to designing policy substance. While there is no single recipe or manual for reform, the authors highlight three broad lessons. The first is to recognize and seize opportunities for reform. Crisis and new governments are important catalysts, but so is the competition generated by trade integration and new benchmarking information. The second is to invest early in the politics of reform. Public education can help gain wide acceptance for reform, while pilot programs can be valuable for demonstrating the benefits and feasibility of change. And the third is to treat implementation and monitoring as an integral part of the reform process and not merely as an afterthought. In the absence of public sector reform, reformers can draw on private sector change management techniques to revitalize institutions and put in place mechanisms to monitor and sustain reform. The book provides an emerging checklist for reformers and identifies areas for future work.

    For various reasons - whether philosophical, political, humanitarian, or by institutional mandate- people are concerned for the well being of the most vulnerable groups in society: women, the poor, and the elderly. Some would even measure the value of a political system by how well it cares for the least of its members. Related to this is the orientation of government toward the public more generally and the extent that it listens and responds to its citizens. More specifically, it is the rules and norms - the institutional framework- of government through which it takes into account the preferences of people on a day-to-day basis, not just at the ballot box. Public Expenditure Analysis explores two themes: the orientation of government towards its more vulnerable groups and the extent to which government is responsive to its citizens. The first part of the book provides tools, methodologies, and examples of how to examine the impact of government expenditures, taxes, pension systems and other policies on women, the poor, and the elderly. The second part looks at the different ways that the government listens to citizens’ voices and proposes a new institutional framework for governments that wish to implement reforms that increase responsiveness: citizen-centered government and citizen - centered budgeting.

    These are the proceedings of the Annual World Bank Conference on Development Economics, which gathers the global perspective of scholars, and practitioners of development policy from academic life, government, and the private sector. This year ' s conference focused on new development thinking, crises and recovery, corporate governance and restructuring, and, social security, public and private savings.
