    This year's report is issued against the backdrop of a global economic environment in which continuing concerns focus around the prospective withdrawal, or “tapering”, of quantitative easing in the United States, and a possible slowdown in the growth rates of emerging economies. There are legitimate questions about the potential impact of these various developments on Islamic finance. In the absence of more coordinated global policies, much will depend on the orderly rebalancing of economies in major emerging markets, such as China, which have significant trade linkages to economies in both Asia and the Gulf. At the same time, it is evident that economies which have the capability to manage the liquidity of both the conventional and Islamic finance sectors, and to achieve healthy balance sheets both at the macroeconomic level and within financial institutions, have proved to be resilient even in the face of substantial swings in gross capital flows.

    Economic relations between Asia and Latin America and the Caribbean (LAC) have clearly reached a turning point at the turn of the 21st century. It can be argued that these changes were mainly the product of market forces driven by the immense resource complementarity between the two economies, with little input from governments. However, if the sizeable gains achieved to date are to be expanded, widely distributed, and consolidated, governments must play a more decisive role. Their participation is particularly critical in strengthening and balancing the three key pillars of any successful integration initiative: trade, investment, and cooperation.This is report seeks to support this policy agenda. In its four chapters, the report identifies the main challenges and opportunities in each of these pillars while drawing attention to the benefits of balancing their development.

    The conference provided a unique opportunity for central banks from the Asian, Latin American and Caribbean regions for the sharing of experiences and deliberating on the lessons learned from monetary policy responses to the recent global financial crisis, as well as for identifying the challenges ahead in the formulation and implementation of monetary policy. The discussions provided some food for thought on how existing policy frameworks can be refined, including the predication of a tighter linkage between monetary policy and financial stability as well as a greater awareness of the international dimension of such refinements. The discussions also illuminated the need to manage expectations, especially in terms of recognizing the limits that central banks face in managing the economy.

    The water crisis is undeniable and the corruption challenge it faces is urgent. More than 1 billion people worldwide have no guaranteed access to water and more than 2 billion are without adequate sanitation. It is estimated that by 2025 more than 3 billion people could be living in water stressed countries.
    When corruption is part of the equation, the consequences for development and poverty reduction are dire. Corruption can increase the cost of connecting a household to a water network by more than 30 percent, raising the price tag for achieving the Millennium Development Goals for water and sanitation by a staggering US $48 billion, according to expert estimates in the Global Corruption Report 2008.
    Corruption in the water sector casts a wide and destructive net.
    Households pay with their health, as poor quality or non-existent water supplies increase their vulnerability to deadly diseases: in developing countries 80 percent of health problems can be linked to inadequate water and sanitation.
    Corruption opens water policies to manipulation by powerful stakeholders. Bid-rigging and kick-backs inflate the cost of water infrastructure, bribery and embezzlement divert irrigation water away from small farmers and drain irrigation budgets. Corruption leads to unchecked water pollution and overuse, putting water supplies at risk-today and for future generations.

    Climate change remains a global challenge requiring international collaborative action. Another area where countries have successfully committed to a long-term multilateral resolution is the liberalization of international trade. Integration into the world economy has proven a powerful means for countries to promote economic growth, development, and poverty reduction. The broad objectives of the betterment of current and future human welfare are shared by both global trade and climate regimes. Yet both climate and trade agendas have evolved largely independently through the years, despite their mutually supporting objectives. Since global emission goals and global trade objectives are shared policy objectives of most countries, and nearly all of the World Bank's clients, it makes sense to consider the two sets of objectives together. This book is one of the first comprehensive attempts to look at the synergies between climate change and trade objectives from economic, legal, and institutional perspectives. It addresses an important policy question - how changes in trade policies and international cooperation on trade policies can help address global environmental spillovers, especially GHG emissions, and what the (potential) effects of (national) environmental policies that are aimed at global environmental problems might be for trade and investment. It explores opportunities for aligning development and energy policies in such a way that they could stimulate production, trade, and investment in cleaner technology options.

    The tools reviewed in this book are organized according to a list of policy issues. Part I is exclusively micro oriented and is devoted to the incidence of public expenditures, taxation and redistribution policies and, more importantly, changes in these policies. Part II focuses o the links that may be established between macro modeling and the microeconomic distribution of economic welfare. The unifying link between the two parts is the systematic reliance on data sets that describe the distribution of economic welfare in the population, that is essentially household surveys of different types.Each chapter in the two parts refers to a specific evaluation technique of policies and generally to a particular policy instrument of a particular situation the technique is adapted to. As the techniques being reviewed have in common to be widely or increasingly used by academics or policy analysts. The present review is thus stopping short of the cutting edge of the field of distributional evaluation of micro and macro policies. This choice was deliberately made to avoid readers embarking in techniques with uncertain and ambiguous results. Likewise the authors of the various chapters carefully insist on the limitations of the tools presently in use and on the risk there would e in pushing them too far outside their limit of validity.A more precise description of the various chapters of the book is given as an introduction to its two constitutive parts.
