    The water crisis is undeniable and the corruption challenge it faces is urgent. More than 1 billion people worldwide have no guaranteed access to water and more than 2 billion are without adequate sanitation. It is estimated that by 2025 more than 3 billion people could be living in water stressed countries.
    When corruption is part of the equation, the consequences for development and poverty reduction are dire. Corruption can increase the cost of connecting a household to a water network by more than 30 percent, raising the price tag for achieving the Millennium Development Goals for water and sanitation by a staggering US $48 billion, according to expert estimates in the Global Corruption Report 2008.
    Corruption in the water sector casts a wide and destructive net.
    Households pay with their health, as poor quality or non-existent water supplies increase their vulnerability to deadly diseases: in developing countries 80 percent of health problems can be linked to inadequate water and sanitation.
    Corruption opens water policies to manipulation by powerful stakeholders. Bid-rigging and kick-backs inflate the cost of water infrastructure, bribery and embezzlement divert irrigation water away from small farmers and drain irrigation budgets. Corruption leads to unchecked water pollution and overuse, putting water supplies at risk-today and for future generations.

    Tanzania’s annual real economic growth rate has in recent years been between 6 and 7 percent with Gross National Income equivalent to about US$340 per person. A hidden economy could potentially have contributed an additional US$100 per person. Forestry, fisheries, mining, and wildlife make traditional contributions to the economy. Hidden values and untapped potential remain uncounted. Some 582,000 tourists visited Tanzania in 2004, contributing US$750 million to export earnings. A recent single shipment of illegal ivory left Tanga, valued at US$200 million. Commercial fishing fleets operating offshore contribute in excess of US$300 million to foreign coffers; less than 2 percent finds its way back to Tanzania. Most of the production from half a million artisanal miners leave the country unnoticed and untaxed. This book is about this hidden part of the economy the uncounted, the illegal, the unnoticed, or the squandered.This paper advocates a three-pillared approach to improve capture of this hidden value. The first pillar of good governance eliminates corruption, improves transparency, controls illegal activities, and improves accountability, monitoring, and compliance. The second pillar of good management eliminates price distortions, improves capture of resource rents, and reduces waste. A third pillar of safety nets reduces conflict and social vulnerability.

    Despite a low enrollment rate in higher education of 3 percent on average, in comparison with 8 percent in countries with comparable levels of development, Francophone African countries are currently facing an immense challenge in terms of numbers. The increased social demand associated with the progress made in universal primary enrollment and the increase in secondary enrollment could cause the student population to grow from 800,000 in 2004 to approximately 2 million in 2015, and to double the coverage. This increase exacerbates the financial problems of higher education institutions and might result in a decline in the quality of training offered. The problem of the relevance of training to labor market requirements has already become quite obvious. The difficulties faced by graduates of tertiary institutions in respect to entry into the modern labor market, which often provides less capacity of systems and, possibly, the revamping of programs to better respond to countries' development needs.In order to better understand the challenges and opportunities facing higher education systems in Francophone Africa, this book takes stock of their situations, highlights the similarities and difference in strategies between countries, and indicates the potential for greater flexibility in order to improve financing as well as the internal and external efficiency of higher education systems. It then uses scenarios of future possible education systems to highlight realistic and sustainable hypotheses for countries. Finally, it proposes policy tools that would enable policy makers and heads of higher education institutions to improve the quality and performance of systems while planning their development.
